Alice Ndikumana is a Manager in the Antitrust and Competition Practice. Dr. Ndikumana has conducted empirical analysis of competition, market definition, and market power. She has supported testifying experts and provided consulting support on engagements involving mergers, antitrust litigation, and heath policy.

Dr. Ndikumana completed her PhD in health economics at Harvard University in the Health Policy program. Her dissertation research examined questions related to competition in the market for generic prescription drugs, insurance design, Medicaid, and care for low-income populations. Prior to her doctoral studies, Dr. Ndikumana worked at Deloitte Consulting, where she advised national health insurers on readiness for Health Insurance Marketplaces introduced by the Affordable Care Act (ACA), post-merger integration, and a system-wide pharmacy electronic health records migration.

Selected Experience

  • In State of Colorado ex rel. v. The Kroger Co. et al. and State of Washington v. The Kroger Co. et al. supported the expert on behalf of plaintiffs in their efforts to block Kroger Co.’s proposed merger with Albertsons.
  • On behalf of Department of Justice, supported the expert in matters alleging violations of the Anti-Kickback Statute and the False Claims Act by pharmaceutical companies in connection with contributions to third-party patient assistance funds. 
  • Supported the expert on behalf of the Federal Trade Commission on the likely competitive effects of HCA Healthcare’s proposed acquisition of Steward Health Care’s five Utah hospitals. 
  • Led team advising the Massachusetts Health Policy Commission. Provided advice on methodological approaches to various HPC market investigations and reports.
