Entergy Mississippi’s Transmission and Distribution Plans analysis
Bates White was retained by the Mississippi Public Utilities Staff (“Staff”) to review, analyze and report on Entergy Mississippi’s (EMI’s) Transmission and Distribution Plans (T&D Plan). The requirement for EMI to file an annual T&D Plan was established in the October 14, 2014, Joint Stipulation among EMI and Staff and then approved by the Mississippi Public Service Commission (MPSC), pursuant to EMI’s proposed rate modernization, addressed in MPSC Docket 2014-UN-132. The basic content requirements for the T&D Plan are set out in Section 3 of Attachment I to EMI’s Formula Rate Plan Rider Schedule FRP-6. While recognizing that the focus of the plan, as established, was on T&D expenditures for the following year, Bates White found that to meet the needs of Staff and the Commission effectively, the T&D plan should provide a more complete picture of EMI’s T&D planning and expenditures, with expanded information on the goals of T&D spending, the determination of total spending levels, prioritization of spending, and measures of progress toward specified goals over time.
